Agricultural Research for Development (AR4D) is at the heart of providing agricultural technologies and innovation necessary for agriculture to contribute to the achievement of commitments made under the 2063 Sustainable Development Goals and Agenda among which: increase the resilience of agriculture and food systems to climate change. According to the African Union Commission (2019), the African continent is still struggling to increase the levels of investment in agricultural research to the level of at least 1% of agricultural GDP which is the objective set by the Malabo Declaration of the African Union in 2014. The Agricultural Science and Technology Indicators Initiative (ASTI) of the International Food Policy Research Institute (IFPRI) recommends that science, technology and innovation become a greater concern of development plans on the African continent with the aim of boosting Africa’s growth as progress is linked to the level of investment made in research and development. It has been observed that funding for agricultural research in Africa has become increasingly scarce and irregular and remains dependent on donors. Although donor-supported projects have helped build capacity in many countries, these gains were quickly eroded by the withdrawal of donor funding if other sources were not consolidated and developed. It is therefore important to strengthen the capacities of agricultural research actors so that they can mobilize resources for the sustainable funding of research projects while showing the impacts of the technologies and innovations that have been produced.

Institutional and human capacity building in AR4D constitutes one of the four results targeted by CORAF in its 2018-2027 strategic plan. With a view to supporting National Agricultural Research Systems (NARS) to participate in joint initiatives of mobilization of resources linked to the transformation of agriculture, and more specifically to the resilience of agricultural and food systems to the climate, CORAF plans to organize a training for national actors under the theme “advocacy and resource mobilization in agricultural research and innovation”. This activity will enable NARS stakeholders to effectively attract investment in agricultural research and innovation.

CORAF is an international non-profit association of National Agricultural Research Systems (NARS) of 23 countries, covering over forty percent of Africa’s population, thus making it the largest sub-regional research organization (SRO) on the African continent. In order to achieve the objective of the above-mentioned activity, CORAF will be engaging the services of a facilitator / moderator on a short-term basis to carry out the training.

The Executive Director of CORAF invites Consultants with the qualifications demanded as indicated in the terms of reference to express their interest in this call.

Consultants interested in this call must provide information indicating that they are qualified to perform such services in the selected country (references concerning the performance of similar contracts, CVs, experiences in a similar field, experiences in similar conditions, etc.).

Qualified consultants will be selected according to the rules contained in the CORAF Administrative, Financial and Accounting Procedures Manual.
