The CORAF/WECARD interventions on policy and markets strive to facilitate and coordinate development of policy options to improve access to markets for smallholder farmers and actors of the value chain for each of the regional priority commodities. It promotes the formulation of agricultural policy options, policy briefs, from critical analysis and studies to enhance the safety, sustainability and affordability of products.
Policy, institutions and market issues are cross-cutting in all CORAF/WECARD program and projects.
1.Livestock, Fisheries and Aquaculture Program
Under the AMPROLAIT project a strategic decision making option for integrating bio-digesters into the dairy farming systems is under development. A follow-up study, a socio-economic analysis of the use of biogas units was designed to assess the socio-economic and environmental impact of the biodigesters in the context of dairy farming systems. After Senegal, Kaolak (Figure 3), the study is currently conducted in Burkina Faso in order to have a regional perspective.
Based on the results from the a Strategic option will be developed as well as an advocacy plan for integrating biodigesters into the dairy farming systems in order to improve the small holders’ livelihoods.
Under the SYPIEX project a strategic options for policy to address two major constraints (access to fund and to land) of family fish farmers is under development:
- Environmental assessment of the ecological intensified extensive fish farming systems using the “Life cycle analysis”. The result of this analysis will be vital in getting a certificate of environmental conformity and elaborating an advocacy paper (policy brief) in order to increase the access of funding.
- Improving land security and sustainable management of extensive family fish farms. The result of this analysis will serve for elaborating an advocacy paper (policy brief) in order to secure the fish ponds established in inland valleys. Notice that inland valleys are more and more used for rice growing rather than to fish farming.
The results from the studies will inform the development of strategic options as well as an advocacy plan for integrating bio-digesters into the dairy farming systems in order to improve the small holders’ livelihoods.
2. Policy Markets & Trade Program
Ten (10) policy briefs (2 per country) were validated by platform actors for Non Timber Forest Products (NTFP). They are being finalized and will be used as support tools when getting to advocacy and sensitization activities.
3. Natural Resources Management Program (NRM)
Introgression of Sahelian zebu cattle into trypanotolerant Boss taurus population of West Africa
Draft strategic document on the management of animal genetic resources in Burkina Benin and Mali produced. This draft document outlines key strategies including selection and cross breeding for improvement in the conservation of animal genetic resources based on prevailing conditions in the respective countries. This strategies when finally shared with relevant communities will greatly help in conserving the valuable ndama breed.
4.Biotechnology and Biosafety
In total, twenty three policy documents were analyzed in Cote d’Ivoire (6), Mali (10), Togo (4) and Burkina Faso (9). Eighteen of the policies analyzed got drafted and presented for legislation in four countries namely Cote d’Ivoire, Mali, Togo and Burkina Faso. Of these, nine were approved by legislation in Burkina Faso and Cote d’Ivoire and further now under implementation in these two countries.
