The West and Central African Council for Agricultural Research and Development (CORAF) was created in 1987 as the Conference of Heads of African and French Agricultural Research. Membership in CORAF was expanded in 1995 to include 23 National Agricultural Research Systems (NARS) from the following West and Central African (WCA) countries; Benin, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Côte d’Ivoire, Democratic Republic of Congo, Gabon, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Sao Tomé & Principe, Senegal, Sierra Leone and Togo.

The primary objective of CORAF is to improve livelihoods in West and Central Africa through sustainable increases in agricultural production and productivity, promoting competitiveness and markets.. This objective is achieved by tackling the critical problems related to food and nutritional insecurity, chronic poverty and youth unemployment within the framework of the following essential functions: (i) Coordination and capacity building, (ii) Updating the scale of technologies and innovations, (iii) Creation of an enabling environment at the regional level for technological flows and increased trade, and (iv) knowledge management and learning. As part of the implementation of its 2018-2027 Strategic Plan, CORAF signed, on November 30, 2020 with the Swiss Development and Cooperation Directorate (SDC), a partnership agreement over a period of 04 years, on a project to scale up Agricultural Technologies and Innovations for Increasing the Resilience of Production Systems and Family Farms in West and Central Africa (TARSPro). The signing of this agreement marks the start of a 12-year partnership program with the SDC, of which the TARSPro project is the first step.

This project was developed to deploy, among family farms, the innumerable technologies, innovations and knowledge that research has developed over the past ten years in order to meet the challenges of climate change, population growth, increased urbanization which leads to a change in diet.

It covers 5 countries of West and Central Africa (Benin, Burkina Faso, Mali, Niger and Chad), with the overall objective or impact of ensuring food, nutritional and economic security of the populations of the project intervention countries. The following impacts will therefore be specifically targeted throughout its implementation:

  • increase the resilience of the food production system of at least 2 million producers / processors, including 50% women and 60% young people in the 5 target countries and more than 10 million indirect beneficiaries;
  • (ii) sustainably meet the demand for know-how (technologies and innovations) of at least 40% of family farms affected by the project intervention;
  • (iii) Ensure a coalition and synergy of actions of actors in agricultural transformation.

Thus, in the context of achieving this 3rd and last specific objective, several activities are planned with a view to strengthening the synergy of actions of those involved in agricultural transformation. Some of them, such as the organization of a symposium on the state of agricultural research coupled with the regional launch of the project or the holding of Research-Policy dialogues, require the support of an event management company.

CORAF’s recruitment of a specialized company (firm or communication agency) responsible for organizing the events planned by the TARSPro project falls within this context.

The tasks to be performed as well as the other information are detailed in the attached terms of reference.

The Executive Director of CORAF invites consulting firms or specialized Communication Agencies to express their interests in this call by providing information indicating that they are qualified to perform such services (documentation concerning the consulting firm, references for similar missions, experiences under similar conditions, logistics available, proposed staff, etc.).

In accordance with the rules contained in the CORAF Administrative, Financial and Accounting Procedures Manual, the selection will be carried out according to the method based on the qualification of consultants (SQC). The selection criteria are defined below:

1. Experience of the firm or the communications agency scored out of 40 points

  1. Having carried out at least two (2) Symposium organization missions on behalf of programs or development partners or State Agencies (5 points per relevant reference) ;
    1. Having carried out at least two (2) organization missions to launch projects with a sub-regional or regional dimension on behalf of programs or development partners or State Agencies (5 points per relevant reference);
    1. Have carried out two (2) digital communication missions (digital communication campaign, internet referencing, digital event coverage, emailing, etc.) (5 points per relevant reference);

Have at least five (5) years of relevant experience in a country and / or region of West and Central Africa (scored out of 10 points).

2.  Team Profile (Key Personnel) scored out of 60 points

  1. Senior Expert Head of Mission (Bac+5 in communication) having at least 10 years of experience in the fields of Communication, Social Sciences, communication / marketing, public relations and advisory support within national / international organizations or equivalent and having led at least five (05) similar missions in the organization of events (meetings, conferences, launching ceremonies for projects / programs, conventions, congresses, colloquia, etc.) of sub-regional or regional scope; this will be scored out of 25 points distributed as follows:
    1. Qualification (Diploma and certificates): 5 points
    1. Professional experience: 20 points or 2 points per relevant reference.
    1. Expert in Marketing or Social Communication or Institutional Communication (Bac + 4/5 in communication, social sciences or related field) with 10 years of experience in the field of Communication. He/she must have participated in at least two (02) similar missions; this will be scored out of 15 points distributed as follows:
  • Qualification (Diploma and certificates): 5 points
    • Professional experience: 10 points or 5 points per relevant reference
    • Digital communication expert (Bac + 4/5 in communication), having at least 5 years of experience and having participated in at least two (02) similar missions in the organization of events of this scale (conferences, symposia, regional or sub-regional workshops); this will be scored out of 10 points distributed as follows:
      • Qualification (Diploma and certificates): 5 points
      • Professional experience: 5 points or 2.5 points per relevant reference
    • Journalism Expert (Bac + 4/5 in communication) having at least 7 years of experience and having participated in at least two (02) similar missions in the organization of sub-regional or regional events; this will be scored out of 10 points distributed as follows:
      • Qualification (Diploma and certificates): 5 points
      • Professional experience: 5 points or 2.5 points per relevant reference

The firm ranked 1st at the end of the selection procedure will be invited to negotiations with a view to concluding a contract.
