The West Africa Agricultural Productivity Programme (WAAPP) was initiated by ECOWAS that mandated CORAF/WECARD for the regional coordination of the programme financially facilitated by the World Bank to support regional cooperation in the agricultural sector. The development objective of the WAAPP is to generate and disseminate improved technologies across ECOWAS countries, in the regional priority areas identified in the CORAF/WECARD Strategic Plan, which is aligned with the action plan of the ECOWAS agricultural policy.

The Programme is structured around four components: (i) Enabling Conditions for Regional Cooperation for the development and dissemination of improved technology (ii) National Centers of Specialization (iii) Support to demand-driven funding of development and adoption of technologies, and (iv) Project coordination, management, monitoring and evaluation.

Under the component 4, a harmonized framework of results was adopted for the monitoring and evaluation of the programme in all WAAPP countries. A computerized system of the harmonized result framework was developed and hosted in the WAAPP server to strengthen the reporting of the Programme Objective Indicators (http://se.waapp-ppaao.org/). An evaluation of the system was conducted, it was found that the countries make very little use of the system because of imperfections observed in some functionalities. To deal with this issue, it was therefore recommended to CORAF/WECARD, in May 2017, to (i) upgrade the stakeholders that will have to use the WAAPP computerized monitoring and evaluation system, (ii) ensure the maintenance of the tool through the correction of the errors or bugs observed during its use, the addition or suppression of functions or elements. It is in this perspective that CORAF/WECARD is planning to request the services of a consultant who will be responsible for the system’s maintenance during one (1) year and provide upgrading training to the 13 WAAPP countries’ M&E specialists in the administration and management of the WAAPP M&E computerized system.

 

The Executive Secretariat of the West and Central African Council for Research and Agricultural Development (CORAF/WECARD) intends to recruit a highly qualified Expert responsible for the maintenance of the computerized monitoring and evaluation system and the upgrading of the WAAPP monitoring and evaluation.

 

CORAF/WECARD now invites eligible applicants for the position mentioned above. Interested applicants may obtain more information in the ToR attached below. The individual Consultant will be selected using the selection based on the individual consultant (IC) method in accordance with the World Bank guidelines on “Selection and Employment of Consultants under IBRD loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised on July 2014”.

 

The consulting firm will assist CORAF/WECARD during a renewable period of 12 months starting from the signing of the contract. Contract renewal is subject to the availability of resources and to needs.

 

The consultants interested in this call must submit an Expression of Interest comprising: (i) references concerning the execution and experience of similar contracts and (ii) their CVs.
